A question about (COVID-19) ⚠

I am not an infectologist nor am I questioning scientists who need at least 6 months to develop a vaccine to control the Corona virus.
My question is about this medication ( Interferon alfa 2B ) which was developed by Cuban scientists and which is having positive results for the treatment of COVID-19. Especially in the severe stage of the disease.  More than 1500 Chinese patients have been medicated with this medicine and have had a positive response.
The question is?  Why is this medicine not being mass produced so that this situation can be controlled?  Would it be impossible for all the largest pharmaceutical laboratories in the world to come together and manufacture this medication en masse?  What does it take for all governments in the world to be able to reach this agreement?
If Cuba has the solution to alleviate this situation until scientists create an effective vaccine to control the virus, why are world leaders not joining together and taking action?

I think it's time for everyone to be united.
If we can seek these solutions to alleviate this critical situation, then we must do this together.  Human life as well as all life on this planet needs to be cared for and preserved.


With this agreement sealed, governments could first supply this medicine to the elderly, patients undergoing cancer treatment, pregnant women, and patients who are in the advanced stage of the Corona virus.
If we did this, we would alleviate this critical situation. 

How much is a human life worth for every ruler in this world? 
This is the main issue here
